According to hitman Sibusiso Ncengwa’s confession, the assassination was orchestrated by former Umzimkhulu municipal manager Zweliphansi Sikhosana and former Harry Gwala mayor Mluleki Ndobe. They feared Magaqa would expose corruption in a township-hall renovation project. The hit was funded to the tune of R600,000 (R120,000 initially paid, plus R500,000 for legal fees), with promises of further benefits.
